The Project Developer will be responsible for supporting the development of utility-scale solar, wind and energy storage projects in Hawaii and the Pacific.  Work will include meeting with community stakeholders, prospecting for energy project sites, due diligence, negotiating land agreements, monitoring procurements, communicating and reporting on projects and managing consultants and vendors. The position requires working with the Director of Development and internal subject matter experts to support origination, legal, interconnection, resource assessment, permitting, construction planning, government affairs, engineering and finance activities to help build the largest and most important clean energy projects in Hawaii.


  • Work with the Director of Development to understand the energy market in Hawaii and help to develop a pipeline of projects in Hawaii and the Pacific.
  • Manage all aspects of projects to ensure milestones are met through the development process through financing and into construction.
  • Research and identify potential project sites and assess land ownership, site size, topography, conditions, proximity to transmission, title issues and other information. Communicate with landowners and negotiate land agreements.
  • Monitor procurements for future offtake opportunities. Manage the preparation and submission of bids in response to Requests for Proposals. Assist in the negotiation of Power Purchase Agreements. Provide subsequent information and monthly reports to the utility and regulatory agencies as required.
  • Meet with stakeholders statewide, to establish a positive, long-term relationships with government officials, utility staff, community leaders and residents.
  • Conduct group and individual meetings with residents, businesses and leaders in communities around sites to share public information about projects and listen to feedback to inform our work.
  • Manage the public communication for projects through websites, email, news media and advertising.
  • Engage and supervise consultants and vendors that provide services during development.
  • Maintain information and create reports on development projects, both for internal audiences like investment committee and external audiences like the utility and government agencies.
  • Coordinate with internal Longroad subject matter experts, including:
    • Environmental & Permitting team – for permitting requirements such as wildlife and impact studies.  Communicate with local and state permitting agencies to ensure compliance with permitting requirements.
    • Energy Resource team – to install and monitor meteorological measurement equipment and coordinate reports and initial project designs.
    • Financial team – to provide inputs and sensitivities for the financial project model. 
    • Engineering and Construction team – to assist in project design, engineering, scoping, drawings, contracting, budgeting and management.
    • Legal team – to negotiate and execute leases, contracts and other agreements. 

Minimum Qualifications

  • Minimum of 3 years managing complex development projects in a planning, environmental, legal, financial, engineering or equivalent capacity.
  • College degree required. 
  • Possess subject matter expertise in on or more business functions related to the development process.  
  • Excellent written and verbal communication skills. 
  • Strong presentation skills and experience in public speaking.
  • Ability to create forms, letters and fundamental spreadsheets using MS Word and Excel.   Ability to create presentations in Power Point.  Ability to perform internet-based research.  
  • Ability to follow-up with people via telephone calls and email multiple times in a friendly, professional manner.
  • Self-motivated with ability to work in a team and independently. 
  • Safe driving record, valid driver’s license.
  • Must be able to walk over undeveloped land unassisted, travel unassisted and sit at a computer for long periods of time.
  • Must be able to work evenings and weekends to attend meetings and community events. Interisland travel and potentially trans-Pacific travel will be required as part of the position responsibilities.

Desired/Preferred Qualifications

  • Experience developing solar or wind projects from early stage through financial closing and construction is preferred.
  • Experience leading or managing others.
  • Graduate degree.
  • Financial analysis and budgeting skills, formal project management training and skills or policy analysis experience.
